The name Læchyâ àzu̹ Gûchya is derived from the Goblin language, as Læchyâ àzu̹ Gûchya was founded by Amdirbarad, who was culturaly Rattu.
Climate
Læchyâ àzu̹ Gûchya has a yearly average temperature of 12°C (53°F), with its average temperature during the summer being a pleasant 25°C (77°F) and its average temperature during the winter being a freezing -1°C (31°F). Læchyâ àzu̹ Gûchya receives an average of 176 cm/y (69 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Læchyâ àzu̹ Gûchya covers an area of nearly 119 km2 (47 mi2), and an average elevation of 3794 m (12447 ft) above sea level.
Overview
Læchyâ àzu̹ Gûchya was founded durring the late 17th century in early summer of the year 1593, by Amdirbarad. The establishment of the new community went well, with no major obsticles durring construction.
Læchyâ àzu̹ Gûchya was built using the conventions of Rattu durring the late 17th century. Naturaly, all settlmentss have their own look to them, and Læchyâ àzu̹ Gûchya is no diffrent. The city's buildings feature delicute timber framework hidden behind layer upon layer of finly ground plaster bleached to an almost glossy white sheen, with green clay tiled roofs and decorative brass-leafed trim. Even the smallest, poorest looking structures appear to be expencive thanks to the extreem elegence of the organic shapes and paterns going into their lofty, spire-y, vagly gothic designs. The more well off folks live in identicle homes, save for even shiner trim and a more whimsical appearance to their structures flowing forms.
Læchyâ àzu̹ Gûchya is buildings are grouped arround an odd layout of premissive flagstone streets, which seems to be based on an overlapping squair patern such that there are small squares at the cornor of every bigger square. Sometimes buildings exist in the smaller squaires, other times they are open spaces, or occupied by temporary structures. The city is the proud owner of a thick set of fortified walls fashioned from querried stone blocks. While not up to snuff for a fort or castle wall, the city's walls are naturaly much larger than those of forts or castles. Therefore, the construction such a wall is most expencive. Læchyâ àzu̹ Gûchya's buget focused wall would serve its community well in battle in spite of looking unimpressive compared to castles and fortresses. The city's top tier civilian fortifications are visibly old, but also obviously well maintained. Its likly the local malishia or garrison are tasked with routine mantance of the city's defences.
Your first impression of Læchyâ àzu̹ Gûchya proves to be right on the money. This city is where the rebels chose to settle. Fashion trends are quite simply the opposite of what’s popular in the other nearby communities. THis trend extends everywhere. Things that should be black are white, what would normally be square is organically curved, and what is typically unthinkable for polite society is more than welcome in this public square. Up to the logical limits, of course. There’s no flaying someone alive to eat their skin going on, but the women are dressed a little immodestly, the men are a little more emotional, and the food is all overly complex and terrible.

They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Læchyâ àzu̹ Gûchya's parks.

Læchyâ àzu̹ Gûchya's old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.
Læchyâ àzu̹ Gûchya has a first rate hospital which caters to anyone in need of long term medical care.
Læchyâ àzu̹ Gûchya has a library, which keeps a large collection of books, scrolls, and archives all manner of physical items. While not open to the public, the librarians and scholars employed by the library will assist anyone with their research needs, and wealthy individuals can purchase membership to access the library's materials themselves. In spite of being generally closed to the public, the library has a room with several Aether Linked devices available to the public during business hours.
Læchyâ àzu̹ Gûchya has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Læchyâ àzu̹ Gûchya's natural decorations nor waterways.
Læchyâ àzu̹ Gûchya has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Læchyâ àzu̹ Gûchya has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Læchyâ àzu̹ Gûchya has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
One or more crime bosses have a powerful influence within Læchyâ àzu̹ Gûchya. They may control crime within the community itself, or they may use it simply as a safe haven from which to direct their minions elsewhere. Local law enforcement may know all about them, but lack the strength to confront them and their paid or intimidated henchmen.
Læchyâ àzu̹ Gûchya's town hall was built using a different architectural style from the rest of the town. The style used is best known for its striking sculptural forms and often dazzling ornamental detail that characterizes the buildings general shape. The radiant colors, rich patterns, and symmetrical silhouettes employed by this style were backed up by rich decorative features including gardens, courtyards, extruded arches, domes, pointed domes, vaulted ceilings, elaborate painted and inlaid designs, and decorative sculptures.

Læchyâ àzu̹ Gûchya's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves consuming a local narcotic to channel Enchantment energies of tier 3 via throat singing.

History
In time immemorial, reportedly some time during the late 2nd century, Læchyâ àzu̹ Gûchya was attacked by soldiers from another nation, waging a greater campaign. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Læchyâ àzu̹ Gûchya lost 127 people, 118 livestock, and 35 buildings. The conflict ended after roughly 146, when members of Læchyâ àzu̹ Gûchya's militia enacted an operation to transport a specific cashe of materials to a particular fortification unharmed. The operation was complicated by at least some of the intelligence related to the operation was incorrect. The conflict ended with pitched battle between both forces, which ended in defeat for Læchyâ àzu̹ Gûchya's forces. The war is remembered in legend by Læchyâ àzu̹ Gûchya's bards, historians, and legend keepers.
